Assumption: Resources available to meet the escalating costs of providing healthcare for all our citizens are limited and the ever-increasing need to provide these health care resources for the citizens of the nation results in certain consequences (both positive and negative)for the nation and society.

Position 1 (Health care is a right)
As a national policy, resources must be allocated so that the greatest number of good is provided for the greatest number of citizens.

Position 2. (Health care is a privilege) As a national policy, health care should be funded on an individual basis, so that those who can afford to pay for health care should receive it, and those who cannot afford health care may have to go without health care or may only receive a minimum amount of care.
