The intelligence requirements of the United States (US) did not change just with the events of 9/11 as most might think. They changed with the end of the Cold War and the dissolution of the USSR as a superpower and the rise of globalism as the new political, economic and social construct around which global relations are structured. Whereas during the Cold War all threats could be directly related to the opposite polarity of Communism, the USSR and nuclear Armageddon, the current threat structure exists in a paradigm where threats are as disparate as their causes and are organically dispersed across the globe: “Adversaries threaten the United States throughout a complex battlespace…spanning the global commons of international airspace, waters, space and cyberspace. There exists an “arc of instability” stretching from the Western Hemisphere…to Asia”. While the military and intelligence communities intellectually knew the nature of intelligence requirements changed in a pervasive nature following the fall of the USSR, it was not until the events of 9/11 that the character intelligence requirements became paramount. In much the way that Pearl Harbor seemed to be a catalyst for America’s political and military establishment to initiate change, so too was 9/11 a catalyst for the military.
